When Psalm 102 was written, Jerusalem was in ruins.  The Bible is clear that no matter how bad the situation, even if Israel lay in ruins, God was still in control.

 

An afflicted man wrote these words in verses 25-27:

Of old you laid the foundation of the earth, and the heavens are the work of your hands.

They will perish, but you will remain; they will all wear out like a garment. You will change them like a robe, and they will pass away,

but you are the same, and your years have no end.

In the context of this verse, the author knows that restoring Jerusalem would not be difficult for God.  If god created the heavens and the earth simply by speaking them into existence, then certainly walls are nothing for Him.  For God to create a galaxy took no more effort for Him than it would take to pick up a feather from the ground.  The same God who formed and upholds the universe by the word of His power could easily raise up Jerusalem’s walls from their heaps without breaking a sweat.

Just like a man is unchanged if he changes his clothing, God remains unaltered even if His creation is changed.

  • For Israel, this meant that God remained the same, even while Jerusalem was in ruins.  When the might and power of Jerusalem had been weakened by the enemy’s attack, the God of Israel was still ruling and reigning in all His power and glory.
  • For us, it means that no matter who is in power, or who is rioting in the streets, God is still ruling and reigning.  His will and His purposes have not been altered one bit.

James said that there is no shadow or variation in God due to a change in God.  Not even the slightest.  God does exactly what He pleases and never alters His course.  It is not our job to attempt changing an unchangeable God.  It is our job to get in line with what He is unfolding in His creation.
